XentIT appoints Khalid Alvi as Executive Vice President
Landover, MD – January 16, 2023 – XentIT, a cybersecurity, cloud and managed services company, and NIT, its wholly owned subsidiary, with offices in Landover, Maryland and Peachtree Corners, Georgia announced today the appointment of Khalid Alvi to the role of Executive Vice President.
In the last 25 years, Khalid worked for US Department of Health and Human Services (HHS), Department of Defense (DoD), and Department of Commerce (DoC). Prior to joining XentIT, Khalid was the Director of Division of Program, Contract, and Budget Management in the Center for Consumer Information and Insurance Oversight (CCIIO), a component of the Centers for Medicare and Medicaid Services (CMS) since 2016. In this role, Khalid oversaw systems development and operations, formulation and execution of $120M annual budget, acquisition and contract management, Cloud resource management, software asset management, investment management, and service desk operations for Marketplace Innovation & Technology Group (MITG) which develops, maintains, secures, and operates IT systems in the Cloud that power HealthCare.gov. Khalid led several mission essential complex IT programs such as CCIIO’s Cloud Resources Management (CRM) (~$50M/year) and Software Asset Management (SAM) (~$37M/year). He also oversaw several multi-year, multi-million-dollar IT contracts including the $169.3M/5-year SAM contract, $31.4M/5-year Marketplace Service Desk (MSD) contract, and $13.5M/5-year CRM contract. Khalid was instrumental in securing over $100M in funding for MITG’s Cloud Migration project and procuring AWS resources to enable the migration of over 20 applications that power HealthCare.gov to the AWS cloud in 2018-19. He also played a key role in establishing the No Surprises Helpdesk in 2021-22, a provision of the No Surprises Act of 2021. Khalid received the CMS Honors Award for No Surprises Act Implementation in 2022. In 2019, he received CMS Honors Award and FedHealthIT Innovation Award for MITG’s Cloud Migration Project.
Prior to CMS, Khalid served as the Deputy Director of the Consolidated Communications Center (CCC) of the Defense Information Systems Agency (DISA) and the Program Manager for the Global Content Delivery Service (GCDS) between 2011-2016. From late 1990’s to late 2000’s, Khalid served in various IT roles including UNIX Systems Administrator, Sr. Systems Architect, IT Lead, Contracting Officer’s Technical Representative (COTR), and Program Management Officer at US Census Bureau and National Oceanic and Atmospheric Administration (NOAA). In 2002, Khalid designed and deployed a Storage Area Network (SAN) for the US Census Bureau which included features such as single sign-on, fault-tolerance, and automatic fail-over of applications. He was also the lead architect of the Enterprise Satellite Processing Center’s SAN which transformed satellite data processing. Khalid served as the IT Lead for Comprehensive Large-array Data Stewardship System (CLASS), a satellite archive system with 3.2 Petabytes of data in 3 geographic locations. Khalid also served as the Program Management Officer for the National Centers for Environmental Prediction (NCEP) in NOAA where he managed two major investments ($500M supercomputer & $150M infrastructure services) and participated in the follow-on $500M/10-year High Performance Computing and Communication (HPCC) acquisition.
Khalid joined US Census Bureau’s New York Regional Office in 1997 after graduating from City University of New York. A year later, he came to Census Bureau’s headquarters in Washington, DC to assist with the development of IT systems for the Decennial Census of 2000. Khalid earned an MBA and MS in Technology Management from the University of Maryland Global Campus and Master’s Certificate in IT Project Management from the George Washington University. He is also a graduate of Department of Commerce’s Executive Leadership Development Program. He is a certified Project Management Professional (PMP) and AWS Certified Cloud Practitioner.
Khalid will help lead company’s growth efforts in both federal government and commercial sectors, oversee the company’s service delivery team and assist in business operations. “Khalid is a methodical, detail oriented, and service delivery oriented professional.
